Mistral AI is a French AI company founded in Paris in April 2023. France's public company register gives its creation date as 28 April and places its head office in Paris's 1st arrondissement. Its founders are Arthur Mensch (CEO), Guillaume Lample (chief scientist) and Timothée Lacroix (CTO), who according to Fortune and TechCrunch had worked on similar language models at Facebook (now Meta) and Google DeepMind.

What made the company famous was publishing the weights of its large language models under a permissive licence. Five months after its founding, in September 2023, it released its first model, Mistral 7B, and shared the weights by torrent as well as by download. Coming a little over six months after the LLaMA leak, as open weights moved from researchers' hands into company strategy, Mistral became the most visible European standard-bearer of that shift.

In June 2023 Mistral raised a €105 million seed round. According to Tech.eu, it was led by the US firm Lightspeed Venture Partners, joined by former Google CEO Eric Schmidt, the entrepreneur Xavier Niel, JCDecaux Holding, Exor Ventures and others, at a valuation of €240 million. Fortune, citing Dealroom data, reported it as the largest seed round ever recorded in Europe. The magazine noted that the company had yet to build a product and that its first employees had started only days earlier. Mensch promised in the announcement that its work would be "combining scientific excellence, an open-source approach, and a socially responsible vision of technology".

Mistral 7B, and Models Released by Torrent

On 27 September 2023 the company released its first model, Mistral 7B: 7.3 billion parameters, licensed under Apache 2.0 for use without restrictions. Mistral claimed it outperformed Llama 2 13B on all benchmarks and Llama 1 34B on many — the company's own evaluation. TechCrunch reported that the model was also available as a 13.4-gigabyte torrent, with a few hundred seeders already.

The second model, in December, was released even more unconventionally. According to VentureBeat, on 8 December Mistral posted nothing but a torrent link for Mixtral 8x7B — no paper, blog post or press release. In its blog post on the 11th, the company described Mixtral as a sparse mixture-of-experts network with 46.7 billion total parameters, of which only 12.9 billion are used per token, again under Apache 2.0. It claimed Mixtral outperformed Llama 2 70B on most benchmarks with six times faster inference, and matched or outperformed GPT-3.5 on most standard benchmarks.

That same December a €385 million round led by Andreessen Horowitz was reported, at a valuation of about $2 billion.

The AI Act and Microsoft — Doubts About a "European Champion"

Mistral drew as much attention in politics as in technology. As negotiations on the EU's AI Act neared their end in November 2023, Fortune reported that France, Germany and Italy had rejected the push by the European Parliament and others to regulate foundation models, proposing instead that model providers self-regulate while stricter rules applied to "high-risk" applications built on them. The magazine wrote that Mistral's lobbying was led by its co-founder Cédric O, a close ally of President Macron who had been his digital minister until the previous year.

On 26 February 2024 Mistral announced its flagship model, Mistral Large, and made it available in a beta chat assistant, Le Chat. The same day Microsoft announced a multi-year partnership: Azure supercomputing for training and running Mistral's models, distribution of Mistral's premium models to Azure customers, and exploration of purpose-built models for select customers, including European public-sector workloads. According to TNW, Microsoft invested €15 million as part of the deal.

The backlash was quick. TNW reported that European lawmakers suspected the deal's influence on the AI Act and that speculation had turned to Mistral's motives, since it had lobbied in November to loosen rules on general-purpose models. A European Commission spokesperson said the Commission was looking into agreements between large digital market players and generative AI developers, and the deal joined a wider review of the sector. In March 2024 the lobbying watchdog Corporate Europe Observatory argued that European start-ups had teamed up with Big Tech to gut the AI Act; the same report also recorded Mensch saying that the final AI Act was perfectly manageable for his company.

On 17 May 2024 the UK Competition and Markets Authority concluded that Microsoft had not acquired material influence over Mistral through the partnership, so it did not qualify for investigation under merger rules. TechCrunch noted that Microsoft would own less than 1% of Mistral once its investment converted to equity in the next round.

Rising Valuations, and Compute of Its Own

The rounds that followed grew quickly.

9 September 2025€1.7 billion Series C led by ASML, €11.7 billion valuation (company announcement)
8 September 2026€3 billion Series D led by Samsung Electronics, valuation above €21 billion (company announcement)

The September 2025 Series C was led by ASML, the maker of semiconductor lithography equipment, with existing investors including Nvidia, Andreessen Horowitz and Bpifrance. ASML's chief executive called it a strategic partnership; Mensch said it brought together two companies in the same value chain.

On the September 2026 Series D, Euronews and Quartz reported that Samsung Electronics led, with the EQT-managed Scaleup Europe Fund and existing investor PSG Equity as co-leads, and funds managed by BlackRock and the Grand Duchy of Luxembourg among the new investors. The company called it the largest equity fundraise ever completed by a European technology company, said more than 125 enterprises in 20 countries used its technology, and projected annual recurring revenue above €1 billion by the end of 2026 — all company claims the reports did not independently verify. The money is for building and owning data centres. According to Quartz, an $830 million debt raise in March 2026 funded a data centre at Bruyères-le-Châtel near Paris with 13,800 Nvidia GB300 GPUs, and a €1.2 billion facility is under development in Sweden. Mensch told CNBC that, long term, the plan is to rely fully on capacity the company builds itself.

The chat assistant changed name too: according to the company's help centre, Le Chat became Vibe, Mistral's unified agent for productivity and coding, in 2026.

The "Sovereign AI" Banner

Mistral presents itself as an independent, European-rooted option in a market dominated by American and Chinese companies. According to Fortune, Mensch told the French National Assembly in May 2026 that Europe had roughly two years to build its own AI infrastructure or risk becoming a "vassal state", permanently dependent on American technology.

The banner comes with caveats. The same Fortune article noted that Mistral remains somewhat dependent on US technology for chips and cloud infrastructure, that its new compute still runs on Nvidia hardware, that its early backers included the US firm Lightspeed, and that its 2024 Microsoft partnership drew antitrust scrutiny. A company that made its name with open-weights models, flies the flag of European sovereignty and takes money and chips from American and Korean giants keeps asking what "sovereign AI" can actually mean.
