Vint Cerf

Vinton Gray Cerf (b. 23 June 1943) is the American computer scientist who, with Bob Kahn in 1974, designed the TCP/IP suite, and is widely recognised as one of the "fathers of the internet." His career has run through Stanford, ARPA, MCI, IBM and — since 2005 — Google, where he holds the title Vice President and Chief Internet Evangelist. He shared the 2004 ACM Turing Award with Kahn. He was instrumental in setting up the IETF and ICANN, and from the late 1990s onwards he has led, with NASA and JPL, the design of an "Interplanetary Internet."

Background

Cerf was born on 23 June 1943 in New Haven, Connecticut. His father was an executive in the aerospace industry, and the family soon moved to California. Cerf has been severely hearing-impaired since childhood and has worn hearing aids throughout his life. The three-piece suits and silk ties that became his trademark are, by his own account, the result of a piece of high-school advice — that he should dress in a way that secured respect before his disability could become an excuse for dismissal.

In 1965 he graduated from Stanford with a BS in mathematics. He spent the next two years at IBM in Los Angeles as a programmer on System Development Corporation's QUIKTRAN time-sharing system. He entered the UCLA graduate programme in 1967 and, under Leonard Kleinrock, worked on the performance analysis of the very first node of ARPANET — the Interface Message Processor (IMP). He took his PhD in computer science in 1972.

From 1972 to 1976 he was an assistant professor of electrical engineering at Stanford, and there in 1973 he met Bob Kahn. Kahn, at ARPA (later DARPA), was working on the problem of interconnecting heterogeneous packet-switched networks. Cerf became his theoretical counterpart at the Stanford end.

Major Contributions

Designing TCP/IP (1973-1978)

ARPANET had been operational since 1969, but by the early 1970s the problem of connecting it to other kinds of packet networks — the ground-radio PRNET and the satellite SATNET — had become acute. Each network had its own protocol, MTU and reliability model, and no consistent communication was possible across them.

In 1973 Cerf and Kahn produced the first design of a "Transmission Control Program," published in May 1974 as the paper "A Protocol for Packet Network Intercommunication" in the IEEE Transactions on Communications. The paper first set out the concepts of inter-network gateways, end-to-end reliability and IP addressing on which TCP/IP is built.

In the original design TCP was a single monolithic protocol. After arguments with Jon Postel and Danny Cohen, it was split in 1978 into TCP — providing reliable byte-stream service — and IP, providing simple datagram delivery. That split is the basic structure of the TCP/IP stack to this day.

On 1 January 1983 ARPANET cut over from NCP (Network Control Program) to TCP/IP. That date — "Flag Day" — is taken as the formal start of the modern internet.

MCI and the First Commercial Internet Email (1982-1986)

In 1982 Cerf left ARPA for MCI Communications as a Vice President. There he led the design of MCI Mail (launched 1983), one of the earliest commercial email services. In 1989 the gateway between MCI Mail and ARPANET opened, providing the first email link between the research-and-education network and a commercial provider. That gateway is in effect the prologue to the 1990s commercial ISP market.

IETF, ISOC and ICANN (1986-1998)

From 1985 to 1995 Cerf was active in moving internet standards work out of the direct ARPA/DARPA funding orbit, and he served as the founding president of the Internet Society (ISOC) when it was established in 1992. ISOC provides the organisational backbone of the IETF's standards work. Cerf was also involved in the 1998 founding of ICANN, the body to which the US Department of Commerce transferred administration of the DNS root.

The Interplanetary Internet (1998-)

From 1998 Cerf, with NASA and JPL (Jet Propulsion Laboratory), began work on an "Interplanetary Internet": the protocol extensions required to network Mars probes, lunar bases, Jovian relay satellites and Earth into a single planetary-scale system.

Terrestrial TCP/IP is built on a round-trip-time assumption of tens to a few hundred milliseconds. Mars-Earth latency is between four and twenty-four minutes, and the line of sight is regularly interrupted by orbital geometry. The response is Delay-Tolerant Networking (DTN), specified primarily through the Bundle Protocol (RFC 5050, superseded by RFC 9171).

A DTN node was placed on the International Space Station in 2008, and from 2016 onward the ISS has functioned as an operational DTN relay. NASA has indicated that DTN will be the communications backbone of the Artemis programme (the return to crewed lunar exploration), and through 2024 and 2025 Cerf has told several industry publications that operational lunar DTN nodes should be in place by 2030.

  • 2008 — Japan Prize for Information and Communications (with Kahn).
  • 2013 — Queen Elizabeth Prize for Engineering, jointly with Tim Berners-Lee and three others.

Current Activities

Cerf joined Google in September 2005 as Vice President and Chief Internet Evangelist and has remained in the role for almost twenty years. The peculiar title was, by all accounts, his own request. His responsibilities span public-facing argument about the long-run direction of internet technology, policy dialogue with national governments and international bodies, and internal advisory work at Google on next-generation networking (IPv6 advocacy, quantum key distribution, DTN, name-based routing).

He has continued to express public exasperation at the slow pace of the IPv6 transition. In a 2025 interview he observed that "IPv6 has been an RFC since 1995 — thirty years ago — and the share of global traffic on it is still below fifty per cent. That is not a technical problem, it is the commercial inertia of the incumbents." A large share of his speaking time is now given to the Interplanetary Internet and to the question of "machine-readable trust" in the AI-mediated network of the late 2020s.

Cerf was ACM President from 2012 to 2014. He is a member of the US National Academy of Sciences and an international fellow of the Royal Society. Despite his age, he has not slowed his travel schedule, and through 2024 and 2025 he has continued to keynote IETF meetings, ICANN forums and the major industry events in Europe and Asia.

Legacy

The single most important element of the 1974 Cerf-Kahn design was not a technical detail but the end-to-end principle itself: the network's interior is dumb pipework that does not need to be trusted, and reliability, security, and application semantics are pushed out to the endpoints. That principle alone is what allowed ARPANET, a small research network, to scale to the present-day internet — a confederation of heterogeneous networks now touching some four billion devices.

The same end-to-end principle is also the structural axis of every major networking controversy of the present era: net neutrality (may providers throttle particular applications?), deep packet inspection by carriers, and state-imposed traffic censorship. Cerf himself has been a regular witness for net neutrality before Congress and in international fora since the 2010s.

A number of individuals have been called "father of the internet" — Kahn, Tim Berners-Lee, Leonard Kleinrock, Louis Pouzin, Jon Postel — but what marks Cerf out is that for more than half a century he has sat at the centre of both the technical and the policy conversation. He participated in the first ARPANET test in 1969 and in the 2025 work on Interplanetary Internet specifications. There are few comparable cases of sustained presence anywhere in computing.
