ORGANIZATION
ByteDance
A privately held internet company started in Beijing, China, in March 2012 by Zhang Yiming, Liang Rubo and others. It released the news app Toutiao that August, the short-video app Douyin for China in September 2016 and the international TikTok in September 2017. It opened invitation testing of its conversational AI Doubao in August 2023 and in May 2024 launched its Doubao family of models for businesses at low prices. Governments have dealt with it mainly through TikTok: India blocked 59 apps including TikTok in June 2020, the European Commission designated ByteDance a gatekeeper under the Digital Markets Act in September 2023, and a 2024 US law required TikTok's US operations to be separated from it.

The line of apps
ByteDance's products repeat one mechanism, choosing what to show with a recommendation algorithm, in a succession of formats.
| When | Product | Format |
|---|---|---|
| March 2012 | Neihan Duanzi | Sharing jokes and videos (shut down on the Chinese government's orders in 2018) |
| August 2012 | Toutiao | News and content; became its core product |
| September 2016 | Douyin | Short video for China |
| September 2017 | TikTok | Short video, international version |
| August 2023 | Doubao | Conversational AI (invitation testing) |
The beginnings of Douyin and TikTok, the Musical.ly acquisition and the US ban debate are in the Douyin and TikTok article and are not repeated here.
Doubao — how it came into AI
Citing IThome, TechNode reported that a ByteDance subsidiary began invitation testing of an AI called Doubao in August 2023, with a chatbot, writing assistance and English-learning features.
In May 2024 Volcano Engine, ByteDance's cloud unit, launched its Doubao family of models for businesses at an event in Beijing. Its president, Tan Dai, put the price as low as 0.0008 yuan per 1,000-token prompt, 99.8% cheaper than OpenAI's GPT-4. According to Caixin, Doubao was originally called Yunque, was one of the first AI models in China to receive algorithm registration in 2023, and by then the app had over 100 million downloads and more than 26 million monthly users.
How governments have dealt with it
Most measures aimed at ByteDance have gone through one app, TikTok.
| When | Government or body | Measure |
|---|---|---|
| 29 June 2020 | India, Ministry of Electronics and IT | Blocked 59 apps including TikTok under Section 69A of the Information Technology Act, citing complaints that users' data was being sent without authorization to servers outside India |
| 6 August 2020 | US Executive Order 13942 | Order on TikTok; revoked by Executive Order 14034 on 9 June 2021 |
| 6 September 2023 | European Commission | Designated ByteDance a gatekeeper under the Digital Markets Act, alongside Alphabet, Amazon, Apple, Meta and Microsoft |
| 24 April 2024 | US Congress (Public Law 118-50) | The Protecting Americans from Foreign Adversary Controlled Applications Act (PAFACA), naming ByteDance, Ltd. and barring distribution of the app unless the US business was divested |
The US outcome is in the TikTok US joint venture article. The joint venture's own announcement says ByteDance retains 19.9% of TikTok USDS Joint Venture LLC, formed in January 2026.

ByteDance does not show the size of its business through published accounts, as a listed company would. What can be seen from outside is when its apps came out and what governments did about them. India blocked, the EU designated under competition rules, and the US forced a change of ownership: a different tool for the same company in each jurisdiction.
